DEFECTIVE ALARM SYSTEM. DELAY IN SENDING S.O.S. (United Press Assn—Telegraph Copyright.) Washington, November 7. The death of 84 passengers and 30 members of the crew of the Morro Castle, which was burned at sea on September 8, was attributed to-day by the United States Steamboat Inspection Service to the rapid spread of the fire, delay in giving the fire alarm, the ineffectiveness of the fire alarm system, failure to mark the exits properly, and delay of the officers in sending an S.O.S. message.
