London, January 8.

Mr Carr-Saunders (Professor of Social Science at Liverpool University), addressing the Surveyors’ Institute, made a drastic attack on’town-plan-ning experts, who, he said, were turning out schemes for tens of millions who would never see the light of day. There were no grounds, he said, for expecting increased births; on the contrary fertility had not yet reached the lowest point. Yet town-planners encouraged seaside districts in industrial development, and leading local authorities supported them.
