TUTULESCU RETURNING

(United Press Assn. —Telegraph Copyright.) Bucharest, January 3. The Prime Minister, M. Angelescu, has resigned. The Minister of Commerce, M. Tatarescu, is forming a Cabinet. M. Tatarescu suppressed the Communist rising in Bessarabia in 1924. He favours close relations with France, where he was educated. M. Tatarescu is a friend of M.
