LABOUR TREATIES
JAPAN WITHHOLDS RATIFICATION. (United Press Assn—Telegraph Copyright.) (Rec. 11.40. p.m.) Tokio, December 20. The Privy Council to-day decided that in view of the present conditions it was impossible to ratify the treaties of the fifteenth and sixteenth International Labour Conferences limiting hours and providing protection for labourers.
