The Chancellor of the Exchequer, Mr Neville Chamberlain, speaking at Halifax, said there was every hope that the current financial year would produce a substantial surplus. He added: "Although I do not see any reason why unemployment should not continue to decrease, I believe the truth of my statement that we should not reduce it to really small proportions for ten years is being recognized. I made the statement because I wanted employers and workers to ascertain by discussion whether it is possible to share work more widely without unduly increasing costs. I want the public to realize that if unemployment is going to continue it must draw up a permanent scheme to meet new and unpleasant conditions.”
