SUBSTANTIAL SURPLUS EXPECTED THE UNEMPLOYMENT PROBLEM. (United Press Assn.—Telegraph Copyright.) (Rec. 5.5 p.m.) London, December 15. The Chancellor of the Exchequer, Mr Neville Chamberlain, speaking at Halifax, said there was every hope that the current financial year would produce a substantial surplus. He added: "Although I do not see any reason why unemployment should not continue to decrease, I believe the truth of my statement that we should not reduce it to really small proportions for ten years is being recognized. I made the statement because I wanted employers and workers to ascertain by discussion whether it is possible to share work more widely without unduly increasing costs. I want the public to realize that if unemployment is going to continue it must draw up a permanent scheme to meet new and unpleasant conditions.”
