UNREST IN CUBA
PROTECTION OF FOREIGNERS. (United Press Assn.—Telegraph Copyright.) (Rec. 7.10 p.m.) Washington, September 25. The State Department liberalized its instructions to the naval command in Cuban waters and granted permission to land armed forces if it considers necessary to protect American citizens or the nationals of other countries.
