Interviewed prior to going to Geneva Dr Dollfuss objected to the description of the new Government as Fascist, adding: “We created a new Austria out of chaos. Tell England we are determined that we shall succeed. There is deep wisdom in Signor Mussolini’s phrase, ‘Fascism is not an exportable article.’ ” The Archduke Otto of Hapsburg, the pretender to the Austrian Throne, has written a letter rejecting Fascism, declaring that Austria’s only hope lies in a constitutional monarchy upon democratic lines similar to England’s. The time for its restoration is not yet ripe, but it must be achieved by legal methods. “I refuse to be drawn into any adventurous putsch,” he declared. Dr Dollfuss is promulgating a decree imposing imprisonment for anti-Aus-trian activities, being particularly applicable to Nazis and Communists.
