N.S.W. UPPER HOUSE CASE. (United Press Assn.—Telegraph Copyright.) (Rec. 5.5 p.m.) Sydney, September 5. The Full Court dismissed the action by Mr Doyle, a Legislative Councillor, who sought a declaration that the referendum on the Upper House reform was invalid and also asked for an injunction to restrain the Government from sending the Amending Bill for the Royal Assent. Though the Bill to provide further machinery for the Upper House election was passed by the Legislative Council without amendment on August 23, and is not expected to occupy much time in the Assembly, it will be some weeks before it can become law. (says the Sydney Sun). The measure is one to which the Royal assent is required. It is anticipated that the Governor will be instructed by cable from. London to assent on behalf of the King, but nothing can be done till a copy of the Bill has been received in London. It is understood that copies already are on the way, but it will be another three weeks before they arrive. The Home Government will be informed by cable of the passage of the measure and whether it has been amended. The new provisions relating to the form of ballot paper and result sheet are based on experiments conducted by Parliamentary officials and members of the Electoral Office staff. It was found that the original result sheet would have been about half as big as an ordinary blanket to show all the figures required. The provision for placing oblongs instead of squares opposite the names of candidates will save considerable space on the ballot paper. The Government's proposal to provide for the retention of railway passes and other privileges by members of the Legislative Council who do not become members of the reformed Chamber will be placed before the Legislative Assembly in a separate Bill.
