The Government considers that water-tight Customs unions must always infringe the most favoured nation formula, and foresees such an infringement in the j numbers of commercial treaties to which r Britain is a signatory. The guarantees mentioned in the experts’ report do not , eliminate the objections inherent therein. , The only remedy for contracting foreign j credits is action by the countries with [ abnormal stocks of gold. The statement emphasizes that it is the - Government’s conviction that the war debts , problem must be solved before the normal 1 movement of capital can be restored and [ world prosperity ensured.
