ELECTORAL REFORM

INQUIRY IN BRITAIN.

London, July 18

Mr Ramsay Macdonald submitted to Mr Baldwin and Mr Lloyd George the proposed terms of reference for an inquiry into electoral reform. The Daily Telegraph understands that these contain, firstly, the abolition or retention of the present limited system of plural voting; secondly, methods of voting including an alternative vote, the second ballot and proportional representation; thirdly, that use be made of party funds for the purposes of election campaigns. The inquiry is a direct outcome of the recent election when the Liberals protested at their under-representation according to the votes cast, while the Labourites complained of the lavish expenditure of other parties from their respective headquarters as distinct from the candidates' own expenses. Mr Lloyd George practically made the Liberal support conditional on the Labourites embarking on a scheme of electoral reform.

Mr Macdonald agrees, but extends the inquiry into party expenditures.—Australian Press Association.
