TURKEY’S BACHELORS AND SPINSTERS. Constantinople, March 19. A draft law which, if passed, will constitute no mean persuasion to marry was submitted to the Grand National Assembly yesterday. This project envisages the taxing of bachelors between the ages of 25 and 45. They would have to pay a sum equal to the total taxes they already pay, such as on income, for roads, education, etc. -Spinsters between the ages of 20 and 35 also are liable to this tax if they are employed in State departments. Widows and widowers who are childless will become like-wise taxable. The draft law provides for the distribution of 20 per cent of the revenue thus obtained to parents with more than five children-
