(Rec. 5.5 p.m.) London, May 27 The British United Press correspondent at Kovno (Lithuania) says that a Government decree proclaims a dictatorship vested in President Lmetona, to whom is transferred all powers exercised by Parliament, which in future will act only in capacity. ... Ministers will be appointed solely by the President and will be responsible to him also for election to seats in Parliament. The franchise is limited to men over 25. The most startling change is that Vilna is proclaimed the capital of Lithuania. The Opposition declares that the decree is illegal. —Australian Press Association.
