GERMANY AND THE AVAR
QUESTION OF RESPONSIBILITY. (By Telegraph—Press Assn.—Copyright.) (Australian and N.Z. Cable Association.) LONDON, January 26. It is significant that this movement to clear Germany from guilt should immediately follow the formation of the new German Government.
