CAPITAL LEVY

DISCUSSION IN FRENCH DEPUTIES. (By Telegraph—Press Assn.—Copyright). PARIS, November 7. (Received November 9, 11.0 p.m.) A proposal to interpellate the Government on the necessity of publishing its intention with regard to the imposition of a Capital Levy was postponed by 333 votes to 117, after M. Herriot had urged postponement of the question as one of confidence. The proposal arose in connection with an uproarious debate on the high cost of living. M. Herriot declared that the first essential was to balance the Budget and it was impossible to wipe out in a few weeks the effects of four years of bad Government.
