COMMISSION TO AMERICA.
DOMINION REPRESENTATION. APPOINTMENT AUTHORISED. (Our Parliamentary Reporter.) WELLINGTON, November 6. The appointment of a Commissioner for New Zealand in Canada and the United States authorised in the Finance Bill introduced last night. He is to be appointed by the GovernorGeneral in Council and is to hold office during the pleasure of the Governor-General. The Commissioner is to act under the instructions for the conservation of New Zealand commercial interests in Canada and the United States. He is not to be accredited to the Government of either country, nor to communicate directly or indirectly with those Governments “unless specially directed by the New Zealand Government to make or receive such communications in respect of any particular matter of trading or commercial interests.” Neither the Commissioner nor any member of his staff is to come under the Public Service Act, or to be considered a public servant or civil servant within the meaning of any Act.
