CHRISTCHURCH REVERTS TO OLD SYSTEM. (Per United Press Association). CHRISTCHURCH, July 10. On Ihe casting vote of the deputy mayor, Councillor A. McKellar, the City Council rescinded a resolution, adopting proportional representation. Of eight who voted for continuance of the system, six were Labour representatives, one an Independent, and one a member of the Citizens Association, which secured the majority of the seats at the last election.
