(Received June 17, 11.15 p.m. The draft of the liquor treaty proposing a twelve -mile limit is ready for submission to the foreign Powers. It is explained that the draft- envisages no extension of territorial waters, the new limit existing only tempcrarily and applicable to those vessels which may be hovering within the larger limit, with the purpose of violating the American laws. The treaty would merely extend the search limit for articles, the importation of which is prohibited by contracting parties. There is nothing to substantiate the cbjection that under such treaty, France might attempt to search vessels in the English Channel, because the draft makes the agreement strictly reciprocal between the United States and the other party, hence it is inapplicable between the other party and a third nation.
