A SERIOUS SITUATION. (By Telegraph—Press Assn .—-Copyright.) PEKIN, June 10. The situation is regarded as serious. Wu-yen refused the offer of the Premiership, it is believed, owing to high pressure from Tsa-o-kun, who wishes to oust Li-yuan-hung from the Presidency. The police and gendarmerie have struck allegedly owing to non-payment of wages, but in some quarters this is believed to be part of a plan whereby troops will be brought into the city ostensibly to preserve order, but really to compel the President to resign. A later message states that the President has arranged for payment in a month of the salaries of the police, who have resumed duty.
