(Received June 11, 9.30 p.m.) The President has been advised that the Government should assume direct operation of 250 of the Shipping Board’s 1450 vessels, and maintain 200 ships as reserve, and scrap the remainder. The total deadweight tonnage of the vessels retained would be 2,950,000.
