FINLAND’S WAR DEBT (By Telegraph—Press Assn.—Copyright.) (Australian and N.Z. Cable Association.) WASHINGTON, May 1. (Received May 2, 7.15 p.m.) The debt refunding agreement with Finland was formally executed. This is the first war debt settlement to be placed in actual effect. WORLD COURT PROPOSAL. WASHINGTON, May 1. White House has announced that President Harding will leave the fate of the World Court proposal in the hands of the country and Senate without making a coun-try-wide campaign. The Administration spokesman explained that the President, having laid the plan before the countryin his recent speech, feels that his duty has been done, and that he has confidence in the outcome. NEW YORK, May 1. Joseph Conrad, the author, arrived by the Tuscania. He declared: “Even to this day I do not like writing. I think it is a frightful grind.”
