(Received May 7, 11.5 p.m.) Mr Kaiberti, minister for the Navy, in welcoming President Millerand at Toulon after the latter s tour of the African colonies, declared that by not replacing naval Josses in the war France was seven years ahead of other Powers in naval disarmajnent and really gave the example which the Washington Conference suggested. President Millerand, in replying, protested against the stupid accusations of French militarism. France was only buying her own security with rightful reparations. Her >hole efforts tended towards peace.
