(Received March 29, 5.5 p.m.) It is learned authoratively that President Harding is likely to block the navy officials ’ plan to concentrate the entire American fleet in the Pacific. The president believes such a step would appear as distrust of Japan, jeopardizing the friendship engendered by the arms conference. Some navy heads are advocating eighteen battleships in the Pacific instead of the present ten on the ground of economy, pointing out that the navy’s fuel and oil are produced on the Western Pacific Coast thus obviating transportation.
