ENGLISH BISHOPS’ APPEAL FOR TRUCE. ESCAPING PRISONERS SHOT. A LABOUR PARTY MANIFESTO. , (By Telegraph.—Press Assn.—Copyright) (Australian and N.Z. Cable Association.) . LONDON, November 17. (Received November 18, 8. p.m.) Seventeen English bishops have signed a resolution appealing to both sides in Ireland to arrange a truce so as to enable negotiations for a settlement to be concluded. Sergeant Donaghue was shot dead in Cork. It is officially stated that four men who were arrested tried to escape at Kill aloe. All were shot dead. The Labour Party has issued a manifesto demanding the withdrawal of all armed forces from Ireland, placing the responsibility for the maintenance of order on the local authorities and the immediate election of a constitution Assembly as the Irish people desire. A Labour Commission has been appointed to visit Ireland and investigate reprisals. THE AMERICAN INQUIRY. IRISH MAYORS TO GIVE EVIDENCE. RIVAL ASSOCIATIONS. WASHINGTON, November 18. (Received November 18, 11.30 p.m.) A commission of seven from the Committee of One Hundred investigating the Irish question will open its hearings to-morrow with two Mayors from Ireland, Mr John Durham, of Balbriggan, and Mr Dennis Morgan, of Thurles, as witnesses. The commission intends sending a sub-committee to Ireland for a first-hand investigation. The British Embassy, in refusing an invitation for representation, pointed out that it could not approve of the purposes of the inquiry, and the only result would be the spreading of propaganda. The Irish republican leaders in the United States, under the direction of De Valera, have completed a country-wide organisation called the American Association for the Recognition of the Irish Republic, which aims to supplant the Friends of Irish Freedom as the leading Irish organisation here.
