REFERENDUM RUMOURS.

(Per United Press Association.) WELLINGTON, Sept. 29. Cabinet has been considering a proposal for a referendum on the issues of total prohibition with compensation, State control under Commissioners, or continuance but the more Ministers discuss the matter, so it is reported, the less becomes the likelihood of agreement. Ministers are divided,' and a strong argument put up against raising the issues at this moment is the risk of further serious financial dislocation when the Government has by liberalised pension allowance schemes gone well beyond its estimated expenditure for the current year. The general opinion at the moment is that Ministers will be unable to compromise upon the Opposing' views within their ranks; consequently the bill will not make its appearance this session.
