Received July 23, 5.6 p.m. The conclusion of the Russo-Japanese Convention lias been enbhusiaisiicaUy celebrated in the principal cities. Count Kuma, the Prime Minister, says that the treaty signifies the paramount position of Japan, and Russia in the Orient.
