THE BLACK SEA STRAITS. HISTORIAN'S STATEMENT. (Times and Sydney Sun Service). LONDON’. April 27. Received April 2S, S.e p.m. At a Slavonic dinner in Petrograd the eminent historian M. Platoriof dwelt upon the importance of Constantinople for Russia. He declared that it was no longer possible for Russia to live without the Black Sea Straits, and insisted that she cannot restrict herself to the Bospiiorous.
