Lord Bcresford,, in a speech at Portsfnouth, assured Mr Churchill, First Lord of the Admiralty, thal he would loyally support him if he aimed to strengthen tlie fleet in such a way_ that nobody would, dare to attack Britain. He rejoiced that Mr Churchill was adopting a war staff, which was the best means of securing Instant readiness.
