POSITION IN GERMANY. [By Telegraph.—Prosa Association.—Copyright,] BERLIN, September 19. In view of the dearness of meat, owing to the scarcity of fodder, the Prussian Ministry has adopted an cmergoncy railway tariff reducing fodder freights by 50 per cent.
