MR TAFT'S PLAN. [By Telegraph.—Press Association.—Copyright.] NEW YORK, Sept. 17. Mr Taft outlined his plan of combating the Opposition of the Senate to the Anglo-American arbitration treaty. He proposes to make the appointment of members of the High Commission subject to the approval of the Senate, and is also willing to wipe out the joint commission if the need arises.
