REFORM OF THE LORDS BXIOMST PROPOSALS. (By Telegraph—Press Association —Copyright). LONDON, March 20. Received March 20, 11.15 p.m. Lord Selbourne, at Winchester, sketched the reforms approved by Unionist leaders. These embrace moderate reform of tire House of Lords, with arrangements for ending deadlocks by means of Informal conferences. If these are insufficient the Lords and Commons should sit and vote together. The referendum would be used In cases of grave import, such as Home Rule.
