A RUSSIAN NOTE. (By Telegraph—Press Association —Copyright) ST. PETERSBURG, March 14. A Note has been presented to China declaring that the latter’s replies indicate unfriendly distortion of the treaty provisions, and that persistence in this would lead to disturbance of the present relations.
