(Ey Telegraph—Press Association—Copyright). NEW YORK, Nov. 16. President Taft, v.-l-,o is visiting Panama, informs the pre.;s that the opening' of the canal will take place in December 1913. Rapid progress is being made with the works. SPEECH BY MB, TAFT. NEW YORK, Nov. 17. Received Nov. IS, 12.50 a.m. Mr Taft, at a banquet at Panama, declared that the American people would feel utterly dishonoured by the annexation of Panama unless the conduct of the people of Panama left no other course open. Such a contingency was most improbable.
