Rapid progress is being made with the works. SPEECH BY MB, TAFT. NEW YORK, Nov. 17. Received Nov. IS, 12.50 a.m. Mr Taft, at a banquet at Panama, declared that the American people would feel utterly dishonoured by the annexation of Panama unless the conduct of the people of Panama left no other course open. Such a contingency was most improbable.
