Reuters Johannesburg conesponfieni reports that Mr Byles's proposed motion of censure on Viscount Milner has aroused deep resentment among political parties on lh.oP.and, including' opponents of Chinese labour. CAPETOWN, March 20. The Johannesburg newspaper, The Leader, referring to the proposed motion of censure in connection with the flogging incident, says it is ashamed of the petty spite, black ingratitude, and Just for party gain umlerlyiing the shameful manoeuvres against Viscount Milner. The Africander Bond Congress lias urged the Government to pay sums withheld as compensation from those .sentenced for high treason. (it was alleged that the illegal flogging of Chinese was tho outcome of Viscount .Milner’s oral permission of slight corporal punishment as in schools, and that Milner's failure to see that his instructions were adhered to constituted u grave breach of duty).
