Queen Victoria Started Japan's Navy.

The present navy of Japan, the best outside of those of a few of the larger nations of Europe, may be said to have its beginnino: in a small yacht which was presented in lSfe-.-.i-by Queen Victoria to the Emperor of Japan. The Queen also detailed some British bluejackets to the duty of instructing the Japanese in the management of that class of vessel. Since then Japan has risen to tho great naval Powers, and her progress of recent years has been nothing short of marvellous. At tbe time of her war with China, her whole fleet displaced about 30,000 tons ; today the displacement is over 250,000 tons. Japan has a fishing population of about 2,000,000 men, and from this section of her community she draws her seamen. Hither-' to she has been depending upon other countries for the construction of her vossels ; but the time is near at hand when she will be able to throw off the assistance of the Western world. Her shipyards are already cap-. I able of building protected cruisers and torpedo . <traft, and a gun-factory and armour-plate factory are now being established, whioh will won be ready to begin work.
