Most Autocratic Ruler in the World.
The distinction of being the most autocratic ruler in the world, belongs, in a special sense, to Muley- Abdul- Asiz, Sultan of Morocco, who succeeded his father, MulcyHassan, in 1894, and is the 36th lineal descendant of Ali, son-in-law of the prophet Mahommed. This ruler, who is chief of the State, and supreme in religion, is also master of the lives and property of all his subjects. As spiritual ruler, the Sultan stands quite alone, his authority not being limited, as in Turkey and other countries following the religion of Mahommed, by the expounders of the Koran. He has no regular ministers, but takes counsel with the executive in \ most cases through special favourites near j his nerson, the principal of whom is genererally invested with the title of "Mula-el-tesserad," or steward of the Imperial Household. Each province is ruled by a "Kaid," or governor, absolute within his district, and commander of all its military forces, but liable to instant -dismissal or death at the Sultan's autooratio will.
