THE COLONIAL SECRETARY'S VIEWS. Per United Press Association. By Electric Telegraph. — Copyright. LONDON, Jan. 27. The llou. A. Lyttelton, Secretary of State for the Colonies, speaking at Leamington, said if Britain's industries continue to be conducted under the present humane conditions, they must tako into acrouiit the lower standard of workers* comfort abroad. When considering fiscal matters they ought, to ask themselves — " Does unlimited and uncontrolled- freedom to import make for the creative efficiency, physical well-being, and moral expansion, of Englibh workers? 4 ' They must recover the power of effective negotiation, and sooner or later colonial' preference would be established. Hp believed that both the Ministerial and Labour parties in Australia were favourable to preference.
