In the event of non-com-pliance, the Powers contemplate "the seizure of Salb Gabelle or the re-oc-cupation of Tientsin. The Chinese Government makes no attempt at economy or reform iv the finances and sums are squandered by the Imperial Court which would pay the indemnity in gold two-fold. The Daily Mail's Tokio correspondent states that it is reported that Japan protests to Russia regarding Manchiuria : also that Britain nnd ' Japan each send a gunboat to the Valu River to watch the Russians.
