NEW YORK, Feb. 2
Mr Bowen considers that any new hypothecation of Venezuelan Customs duties cannot impair the validity of the 13 per cent guaranteed to France, last year. M. Deleasse has protested against any priority being given to the claims of Powers blockading Venezuela if it alienates any resources already assigned to France. The German cruiser Falke is sounding off Maracaibo bar, and has landed men. LONDON, Feb. 2. Reuter's agency states that President Castro has informed Mr Bowen that Venezuela desires equal treatment to her creditors, while mindful of prior agreements. ~Mv Austen Chamberlain, speaking at Birmingham. said Germany had made overtuees to Britain lor co-operation in overtures to Britain for co-operation in ity of the alliance, but declared that sentiment should not govern British policy.
