The Venezuelan Trouble

(Per United Press Association.), NEW YORK, Dec. ; 9 v Received Dec. 10, 0.17 a.m. Members of the foreign legations left Caracas and embarked on the warships at La Gtiayra. Germany claims from Venezuela the immediate payment of one million seven hundred thousand bolivares this sum representing the losses of German subjects in the Civil war up to nineteen hundred. They demand satisfactory guarantee of the payment of additional claims totalling three million bolivares, arising out' of the recent Civil war, also the settlement of other claims especially connected with the German-Venezuelan railway. The authorities at Washington are pleased that Britain is acting with Germany in demanding the settlement of claims, and regard Britain's action as a guarantee that the Monroe doctrine will not be infringed. LONDON, Dec, 9. Received Dee. 10, 0.32 a.m. In the House of Commons Mr Balfour said that Venezuela for the past two years hail unjustifiably' interfered jwith the liberty and property of British subjects. and refused to settle large claims. All efforts to obtain an amicable arrangement were unavailing, and many representations made remained unnoticed. An ultimatum had been presented in conjunction with Germany. If the outcome of the ultimatum was unsatisfactory, it was intended to enforce the. demands.
