[By Telegraph.] Wellington, Nov. 14. Cape files state that at the Congress of the South African League at Capetown, Cecil Rhodes in the chair, a resolution of appreciation and thanks to the sister colonies for helping in the war was carried with acclamation. General Brabant, speaking to the motion, made special reference to the services of the New Zealand Rough Riders. He spoke of the division as one of the best that took part in the war. They had done their duty admirably, had never given trouble, and had made it obvious they had everything in common with the South African loyalists. He hoped some, if only half a dozen, would remain, for he was convinced they would set an example of the greatest possible value to the farmers of Cape Colony.
