LONDON", March Hi. Fearing riots in Liverpool the Magistrates have closed tin: bottle license ami publiehouses, and billeted troops on the premises. Twelve thousand East Worcestershire and Staffordshire colliers have refused to join in the great strike. The money market is declining owing to a more adequate supply being available from outside markets. Three months' bills are quoted at 2; per cent. Tallow— Mutton, 24s per cwt. ; beef, 22s bd per cwt. The English wheat market is dull, the Continental steady, and the American advancing. New Zealand wheat, on passage, is quoted at 34s 3d per quarter. The Right Hon. K. Stanhope, Secretary of State for War, when introducing the Army Estimates, passed eulogistic remarks on Mr Krenuan, the Australian inventor of the torpedo that bears his name. Indignation at the atrocities recently perpetrated in Siberia is increasing. The Right Hon. W. H. Smith, on behalf of the British Government, in reply to a question in the House of Commons, declined to interfere. A quarter of a million colliers will go out on strike. The Miners' Federation meet on Monday to consider --oiicessioiis offered by the Lancashire and Staffordshire colliery owners. The colliers will not remove their tools pending the masters' decision on Monday. The lii-w Australian cruisers are taking in stores and arms and undergoing trials at Davenport. They will sail for the colonies in August. Tliu Statist attacks colonial borrowing, especially that of Victoria, with which it finds fault for excluding immigration from its policy, and muddling its finances. The Economist considers it desirable that the northern portion of Western Australia should be reserved and placed at the disposal of the Dominion Government when estab lished. The Imperial Government have declined to nominate John Burns as a delegate to the Berlin Labour Conference. The Liverpool dock owners are giving employment to the discarded London Metropolitan Company's gasmen, who have been out of work since the strike. Stringent picketing is going on. In the new French Ministry M. I'fcyeinct j will take the portfolio of War, and M. Conslans thai of Foreign A flairs. The Labour Conference has assembled in Berlin. M. Berlepscli, the Russian Mini-ier of Coinmeno, who represents his country, was heartily welcomed. The proceedings will be conducted in secret. In the debates the French language will be employed. The I'ortf declines to initiate reforms in Crete, or to recognise Prinoc Ferdinand as ruler of Bulgaria. Herr Tisza has formally resigned the Hungtrian Premiership,

The Chinese have been ordered to quit the quarter they at present occupy in the centre of San Francisco. The trial of tne Zalinskigun with the addition of the Merriam fust! was a splendid sue cess. An outbreak lias occurred in Afghanistan. Several courtiers concerned in it have been beheaded. Russian troops are being massed in Ijokhara and at lsiiak.
