Beceived 10th, 1,10 a.m. The Russian Government it is understood are unwilling to use coeroion in the settlement of Bulgarian affairs, but on the other hand are anxious for a speedy settlement of the present matters in dispute, and will overlook past actions if the Government will agree to leave the people of Bttlgaiia free to elect any Prince to the throne who is not a Catholic, and are ■ willing to treat with any party direct or throngb the Porte.

BERLIN, April 8. Received 10th, 1.10 a.m. The difference between Prince Bismarck and the Emperor over the betrothal of Prince Alexander to Princess Victoria ie the absorbing topic in Britain and on the Continent. The Emperor and the members of the Government are at variance on the matter, and it is believed the latter wished to test the strength of the Emperor. The Empress is incurring disfavour owing to her hostility to Prinpe Bismarck, and is generally blamed for inducing the Emperor to force on the match.
