Who is to succeed Lord Hopetonn as Governor-General of Australia ? It is a question exercising many minds because ot the difficulty which has been created by the manner of his resignation. Clearly the Commonwealth has had a particularly bad advertisement. Australians should, in this, attempt to see themselves as others are likely to see them from a distance. It is to be feared that the average Englishman in England will argue somewhat after this fashion — ‘ We were the discoverers and pioneers of Australia. For long we bore the brunt of its entire administration. At present we contribute twenty millions a year to pay for a navy in which they participate, practically for nothing, having by this means their integrity guaranteed against the whole world.
