BOROUGH COUNCIL.

Thursday, Feb. 10. The usual meeting was attended by His Worship the Mayor (Mr Hugh Mair) and Councillors Stead, Roche, Longuet, McKellar, Allen, Goldie, Rose, Aitken, Watson, and Thomson. Messrs Mcßab and Watson (on behalf of Sergeant Macdonell) wrote drawing the attention of the Council to the letter from the Secretary of the Invercargill Fire Brigade complaining of the Sergeant’s action towards Lieutenant Cook and firemen at the fire in Liddel street. As the complaint was grossly misleading and untrue, they asked to be allowed to inspect the letter so as to be in a position to advise their client as to further action in the matter. —Received. Permission was granted to the Invercargill Regatta Committee to make a charge of sixpence per head to the jetty on regatta day, 23rd inst. The joint secretaries to the Otago Jubilee Industrial Exhibition (Dunedin), forwarded a prospectus and asked the assistance of the Council in making the exhibition a success worthy of the occasion. Referred to Finance Committee, with power to act. G. Saunders applied for some light work in the employ of the Corporation. —Referred to Works Committee for report. An application to transfer section 9, Market Reserve, from McLeod and Shaw, to J. R. Mills, was referred to the Finance Committee, with power to act.

Permission was granted to seven members of the Fire Brigade to attend the demonstration to be held in Auckland this month. The Works Committee reported as follows : Recommend — 1. Regarding the complaint of Alex Robertson, Municipal lessee, as to the boundary line between the adjoining owner and himself, that the whole of the particulars be placed before the solicitor, and his opinion asked thereon. 2. That the erection of a hand-rail on the jetty, consisting of a galvanised iron pipe with iron standards and three wires, be left in the hands of the Mayor and Engineer to carry out. 3. That the accounts of Messrs Jameson and Bennie, less 8s 6d for disinfectants, be paid. Total, £1 4s. 4. That the footpath north side of Tweed street, from Clyde street to Ayr street, be asphalted 4 feet wide. 5. That the fence near the Baths be removed in line with Baths. 6. That tenders be invited by advertisement for the Corporation supplies for the following year from 31st of March next, also for the supply of a horse, dray ; and carter for the period of twelve months, and for the lease of Nos 1 and 2 powder magazines to 31st March 1899. 7. That the account for damaged wool, estimated at £7 17s Bd, be passed for payment. 8. That the amount tendered, viz., £1 4s 9d, by Capt. Sundstrom be accepted in full settlement of claim for damaged wool. 9. That a 9 inch pipe drain be laid in Biggar street opposite block 36, to be connected with drain fronting block 24 10. That the Inspector’s attention be drawn to the damage caused through drays crossing the asphalt footpaths where no crossings exist, and the by laws relating thereto be rigidly enforced. 11. That the Gardener be instructed to notify the lessee of Town Belt, block No. 18, to remove the bull grazing therein without delay. Clause 2—Ci, Rose explained that the piping to be used for hand rail would be used also as a water pipe, which would give the boating club water for their shed, for which they would pay from 30s to £2 per annum. Clause 4—Cr. Longuet remarked that this footpath led to the baths, and would probably be much used. Clause 6—An amendment by Cr. Stead to make the term for supply of horse and cart three years instead of one was lost on the casting vote of the Mayor.—Cr. Rose moved as a further amendment, seconded by Cr. Allen, that the Corporation buy two new horses and carts for the Works Department. Cr. Aitken pointed out that the proposed purchase would cost close upon £l3O, whereas they could get carters to supply the same and take al I risks at 10s a day.—Cr Watson favoured the amendment, but was not sure as to the necessity for two horses and carts.—Cr. Rose remarked that they had averaged three lately,—Cr. Stead remarked that the carters generally considered they did very well when they got the Corporation work.—Cr. Goldie did not approve of the Corporation working in opposition to the carters in town, who had to make their living and pay rates.—Cr. Roche contended that they could not improve on the system adopted at present.—The amendment was supported only by the mover and seconder and the clause was adopted. The report as a whole was adopted. The Finance Committee’s report was as follows : Recommend—1. That a copy of the letter received from the Secretary of the Eire Brigade be furnished to Sergt Macdoneil, Fire Inspector, and that he be requested to report thereon to the Oonncil. 2. Having held over for consideration the Frozen Go’s, further communication re site for abattoir. The report, was adopted.
