Juvenile Crime.

(By Telegraph.), CHRISTCHURCH, April 13. A meeting of justices to-day adopted a memorial to the Minister of Justice re juvenile crime recommending the removal of children from the control of parents who neglect them and the punishment of parents for not oxer* cising proper control over their children, giving power to magistrates to (1) apprentice neglected children, (2) to establish a seagoing training ship for criminal boys, (3) to raise the age of consent to at least 14 years, (4) to strictly enforce the compulsory clauses of the Education Act. The memorial also recommends that neglected children should be kept separate from joung children, and that cases against juvenile offenders before the court for the first time be hoard privately.
