Ketzmayern has been appointed Executive Commissioner. ADVICE. Paris, Nov. 23. M. Olemenceau has informed M. Grevy that he will best serve the Republic by resigning the Presidency. M. Olemenceau has declined to undertake the formation of a Ministry. M. Grevy then summoned MM. Freycinet and Floquet, who in turn also declined to form a Cabinet. THE SUGAR MARKET. The sugar market is quieter after the recent speculative advances. Trade demand has been satisfied. German beet sugar is quoted at 13s 9d per cwt. The stock of raw sugar in England is 30,000 tons below last year’s supply.
