PARLIAMENTARY.

LEGISLATIVE COUNCIL. Wellington, Aug, 9. The Council mot, but immediately adjourned, on the motion of the Hon. F. Whitaker, until next day, the Premier saying that no business would be gone on with until the Want of Confidence motion in the House has been disposed of.

HOUSE OF BBPBESBNTATIVES. The House met at 2.80 p.m. The Ashburton Baceoourse Reserve Bill (Mr Wright) was introduced and read a first time. the no-confidence motion. Major Atkinson moved the second reading of the North Island Main Trunk Railway Bill. He vindicated the policy of the Government, and showed that tho public works policy, hitherto highly successful, required further borrowing. The Government had satisfied themselves that there was not sufficient money in the colony to carry out the works in hand. He deprecated the action of tho Opposition, for if they opposed borrowjog, all public works would bo stopped. If money were to be borrowed, he predicted that Mr Montgomery’s party If «atrusted with the spending of it

would produce very unsatisfactory results. Mr Montgomery warmly repudiated a statement of the Treasurer’s to the effect that ample notice of the Bills had been given to the House. The Bills had not been distributed till August 1. They had been introduced in anything but a straightforward manner. The expenditure of the proposed money was not definitely marked ont, or where it was marked out, it was clearly intended to benefit a few large estates. He caution and justice in the expenditure of the money, and opposed the motion. Mr Buchanan advocated borrowing by instalments, and considered the present a bad time for borrowing, as all the other colonies were in the market. Mr Bathgate supported the Opposition and Sir John Hall the Government, and Mr DeLautour castigated the Ministry for their assumption of power without the possession of capacity. After further discussion the House rose at 12.45 a.m.
