THE ROYAL SCAPEGOAT. United Press Association—By Eflectric Telegraph—Copyright. Amsterdam, Feb 10. The ex-Crown Prince has written to the Dutch newspaper Algomeon Handelsblad, stating that he has telegraphed the Kings of England, Belgium, and Italy, the Presidents of France and America, and the Emperor of Japan, that it would be impossible to find a Government in Germany able to acquiesce in the demand for the surrender of war criminals. He offers himself for trial in place of those who only served their country in time of war. GERMANY BEGINNING TRIALS. Received Feb 13, 10 a.m. Paris, Feb 11 A German note states that the public prosecutor has received orders to begin the trial of all cases of violation of the lans of war which come to his knowledge. The German Government and Parliament have resolved not to leave any crime unpunished, hut careful study of the Allies’ list of war criminals shows that the handing over of such large numbers of Germans is absolutely impossible.
