GERMANY MUST FULFIL TREATY.

United Press Association —By Electric Telegraph—Copyright. Paris, Feb 11 The Temps states that M. Millerand informed Germany that owing to non-fulfilment of certain clauses of the Treaty, Allied evacuation of the Rhine provinces has been postponed indefinitely. Foch accompanies M. Milleiand and the French Ministers to London for Thursday’s Allied conference. It is expected M. Milierand will open negotiations in London for a long term of British credits to France, also the raising of a large international loan, to which the Allies and neutrals will contribute for the purpose of re-establishing French industries. The Germans will he compelled to repay the loan.
