THE JAPANESE POLICY.

In the Imperial Diet, Uchida, in the course of his declaration of policy reaffirmed, in connection with the Shantung policy, Japan’s miation to restore the leased territory of Kaiachau to China, while the Shantung railway will be worked under joint enterprise, aceordn g to the agreement of 1918. Uchida pointed out that Japan was ready to render financial aid, provided the assistance would not be used to foment conflict between the North and South. He emphasised Japan’s earnest desire to see reconciliation between the North and South. Respecting the situation in Siberia he said that Japan had despatched half a division to reinforce her guards along the Siberian railway. Uchida finally emphasised Japan’s desire for universal peace and international cooperation, and her determination that right and justice shall be the guiding principle in dealing with other nations.
